Conclusions of the European Council of June 17 2010
See § 16 of the document where it is says that 'Member states should introduce systems of levies and taxes on financial institutions' as well as § 17 where the Council states that the 'EU should lead efforts to set a global approach for levies and taxes on financial institutions. Furthermore and most of all, the heads of state and governments declare that the 'introduction lof a global financial transaction tax should be explored and developed further in that context'.

Tax Havens and Development
The Norwegian Commission on Capital Flight from Poor Countries has published its preliminary Report. It contains extremely valuable information on the legislation of tax havens, on the way tax havens are damaging for developing countries, on how they make it easy for the political and economic elite in poor countries to harm the development prospects of their countries.
